First, culture provides a stock of knowledge - a cognitive component - that is a basic foundation for social behavior. Culture also comprises elements necessary for the maintenance of integration and conformity in society - a normative component that is, ways of specifying the correct ways of thinking and behaving and of defining morality.

what is the formation of normative cultural values???? can we really define "normal culture"?? Values are what is important to you. what are your values? now what ever you believe and what ever is your culture you just live by your culture beliefs and you live by them following your values in life.
I would say normative controls are related to the culture inside an enterprise. I.e. what employees think is acceptable and not. See it as self control and social control.
Not all cultures are the same, they vary from society to society, what may be right for one group of people may be considered as totally inappropriate for another group, it is this uniqueness that we refer to as the normative culture, after all it is in reference to the norms, or simply put, what is normal.
