If you trained all citizens to be soldiers and most of those citizens went on to civilian jobs, those civilians would most likely take away from the training that a person that will actually become a soldier needs. Larger numbers would only mean a higher amount of people that could be hit IED's or ambushes, and result in a high casualty count. Our miltary is now smaller but better trained, but most of the people actually want to serve, which makes their service that much more great.
