A contingent of US troops may have still been there in '49. That was considered occupied territory, having just been liberated from Japan; plus the fact that the Soviets were there...they having declared war on Japan right after the A-Bomb was dropped. The Soviets wasted no time in re-capturing Japanese territories. The cold war was on!
