The government of Iraq is currently organized under a constitution ratified in 2005. Legislative authority is vested in 2 bodies - the Council of Representatives and the Council of Union. Well. Because Iraq is full of uneducated terrorists, they will never be on the security council. The risk of them blowing everyone up with a home made explosive are too high.
