After the elections of 1918, US senate was dominated by Republicans. However, even the majority party was divided over the issue of Treaty of Versailles. Woodrow Wilson despite all his efforts could not muster required two third majority to ratify the treaty.
The failure to fully monitor the conditions of the Treaty of Versailles led to resentment and non-compliance among some countries, which weakened its effectiveness in maintaining peace and stability in Europe.
it was a failure because it helped Hitler to gain power
The Senate failed to ratify the Treaty of Versailles primarily due to opposition from a group of senators known as the "Irreconcilables," who were against U.S. involvement in international alliances and organizations. Additionally, concerns over Article 10 of the League of Nations covenant, which called for collective security and potentially entangled the U.S. in foreign conflicts, fueled resistance. President Woodrow Wilson's refusal to compromise and his insistence on the treaty as it was also contributed to its rejection. Ultimately, the combination of isolationist sentiment and political divisions led to the treaty's failure in the Senate.
One way of measuring a presidents succes or failure is to see the relationship with Congress. If Congress is on the president side, the president will have leavrage in pursuading Congress.
Wilson ordered the democrats to vote " nay" for a version of the treaty requiring a joint resolution from the House and the senate to join the League of Nations. :)

Woodrow Wilson was unwilling to compromise with Henry Cabot Lodge, a powerful senator. Without LodgeÕs support, Wilson was unable to obtain a two-thirds majority to ratify the Treaty of Versailles and join the League of Nations.
