King Tut died before his tomb was completed, he was buried in another person's tomb, which was thought to be the reason the tomb was significantly smaller than that of what was expected for a King of Egypt... (see comments for my explanation)

He may have had a tomb robbing event thwarted after his death. That seems to be the reason for the size of the tomb and order of the materials found with him.
