Not while President, but he had been very much involved in the War of Independence. Apart from drafting the Declaration of Independence itself, in 1781 he narrowly missed being taken prisone by British cavalry under Banastre Tarleton, when they briefly occupied Monicello.
Thomas Jefferson was, in fact, involved in war during his presidency. From 1801 to 1805 he conducted a war against the Barbary states of North Africa who supported piracy against commercial shipping. Refusing to pay tribute, as the European powers did, he decided to fight.
The Congress authorized the building of the first U.S. Navy during this period which consisted of 6 frigates. One of these frigates was the USS Constitution. Jefferson oversaw the building of this new navy. He had no more trust in a standing navy than he did a standing army, so he ordered the Washington Naval Yard to be built where he could see and count the ships from the White House.
