When George Washington took office, America had recently declared itself independent of Great Britain, and titled "The United States of America." However, there were connotative differences in the United States before the War Between the States. Due to the residual feeling of loose connection or confederation between states, rather than a strongly united, federal nation, the US was usually referred to in the plural (eg "The United States are soon to be electing a new president"), since they were still seen, and saw themselves, as a clustering of affiliated ex-colonies. It was not until after the War Between the States (often called the American Civil War, although not technically a civil war at all) that America was seen as a proper Union, and the states as simply territories of a unified federation.
