It was philanthropic because it rebuilt European cities and factories.
But it was also self interest because USA needed to rebuild Europe to prevent the spread of unrest and Bolshevism which plagued Germany during the 1930s. Much of the money used in the Marshall Plan was gold looted by the Nazis from Europe during the war which rather than repatriate it to rightful owners what put to redevelopment. Ironically it was also often used in the purchase of American goods and services for the rebuild.
