Most of the early computers were not "sold", they were usually built on contract to a government agency and typically on a "cost + fixed fee" basis. Often the fixed fee was $1, so no profits were made, all the company building it got was experience and the technologies they developed in building it.

In the US most government agencies contracting for computers (except the AEC) had their main sites (where the first computers were typically installed) on the east coast. The AECs first computers were installed in Los Alamos, NM and Illinois.
