Yes and no. If you are asking about the USA, the answer is no. Slavery had been outlawed since President Lincoln freed the slaves in Civil War times (the early 1860s). So, in 1919, there was no slavery in America. But sadly, thanks to segregation, many black people continued to live in indentured servitude or dire poverty in certain parts of the United States. In fact, it was progressive Democrat President Woodrow Wilson who brought Jim Crow to the North by segregating the federal work force in 1913. Like progressives of today, President Wilson lamented that the Constitution, with it's claim of equality for all, was flawed and out of date. "It is of no consequence to us."

Meanwhile, in a few other countries, especially in parts of Africa, slavery still existed in 1919 and continues to exist in those countries even today.

Where Africans enslaved in 1919?

If you are asking whether Africans were still enslaved in the US in 1919, the answer is no. Slavery ended after the Civil War. President Abraham Lincoln signed the Emancipation Proclamation in 1863. But America remained segregated, with fewer opportunities for blacks (who were then called "Negroes"), including lower pay and many restrictions on where they could live, what schools they could attend, and what occupations they could enter. However, if you are asking where slavery still existed, there were no North American or European countries that practiced slavery any more by 1919. However, in some parts of Africa, there is evidence that some form of enslavement still existed-- usually debt bondage (where a person who owed money became an indentured servant, trying to work off the amount of money that was owed).
