Well instinctively since they were people put or operating outside the law you would have to conclude the majority were bad. However if you judged the law they had fallen foul of unjust you might think that at least some were good people in a bad circumstance. Stories and romantic myths about good outlaws such as Robin Hood and Rob Roy muddy the water somewhat as well. Compare this to bandits robbers murderers and thieves who made up the bulk of outlaws and the picture changes. Overall since society has to have rules which all follow for it to work anyone outside of this generally doesn't do it any good except it's good for the rules to be questioned sometimes as to whether they are the right thing and outlaws may fulfill this role.
