Brigadier General G. K. Warren was familiar with the area of the Potomac River where General Lee would Ford to raid Pennsylvania. He advised the then commander of the Army of the Potomac, General Joseph Hooker, to immediately move troops to insure Harpers Ferry was secure. By doing this, Warren believed this not only keep the army well supplied but from Harpers Ferry, the Union army could cut off Lee's supply line by attacking Rebel troops who still had not crossed the Potomac River.

Dr. Joseph Warren (1741-1775) was a Massachusetts physician, politician, and soldier. He is best known as the man who dispatched Paul Revere on that famous ride, as the author of the Suffolk Resolves, and as a major general at the Battle of Bunker Hill, where he was killed in action. Other important Warren physicians, all closely related to Joseph Warren, were John Warren (1753-1815 brother to Joseph), founder of Harvard Medical School, and John Collins Warren (1778-1856 nephew of Joseph), a founder of the Massachusetts General Hospital and one of the first physicians to use general anesthesia during surgery. The Warrens comprise a unique American medical dynasty in the New England area, currently represented in the seventh generation by Dr. H. Shaw Warren of the Massachusetts General Hospital staff.

After General Joseph's meeting at the War Department on June 23, 1863, he returned to the Army of the Potomac. Hooker needed guidance and one of his engineering officers was Brigadier General G.K. Warren. He had provided excellent information on roadways and possible fords on the Potomac River. Warren advised Hooker to immediately move the army to Harpers Ferry. At least one half of Lee's army was there, the other half on the way to Pennsylvania. It was already known that Lee's potential target was Harrisburg. If Hooker could hold Harpers Ferry, he would be in a strong military and logistical position and also be in position to defend both Baltimore and Washington DC. Halleck saw problems with Hooker's approach to the situation. With Lincoln already displeased with Hooker, Lincoln took Halleck's advice and replaced Hooker with Major General George G. Meade.
