The only true doric style I could find, besides the ancient greek/roman temples to the gods, is the Statue of Liberty

They certainly look doric style on the columns but I dont know if that is designed with that specific order in mind.

Most of all the Washington DC monuments and other countries capitol buildings are either Ionic or Corinthian order

Which architectural order did the Romans developed that was like Doric order except it had a base was unfluted and sometimes done on a pedestal?

The architectural order developed by the Romans that resembles the Doric order but features a base and is often unfluted is known as the Tuscan order. It simplifies the Doric design, maintaining a sturdy appearance while incorporating a base and sometimes being placed on a pedestal. The Tuscan order is characterized by its clean lines and lack of elaborate decoration, making it a favored style in Roman architecture.

Is the the main characteristic of Doric order is the capital or top of the column consisting of a rounded echinus at the top of the column joined to a square called the abacus true or false?

False. The main characteristic of the Doric order is its simple and sturdy design, featuring a plain capital that typically consists of a rounded echinus and a square abacus. However, the defining feature of the Doric order is more about its overall proportion and lack of ornate decoration compared to the Ionic and Corinthian orders, rather than just the capital design.
