Alexander Hamilton, who was the secretary of the treasury, had a new plan to fix US finances. 1) Pay of the national war debt, and have the government assume states individual debt. 2) impose high tariffs on imported goods (to protect the nations industries). 3) Create a national bank. Congress did adopt Hamilton's plan, they just made some adjustments.
