As part of the Missouri Compromise of 1850, a law was passed that was part of the deal that satisfied slave owners and enabled the Missouri Compromise to be passed. This was the infamous Fugitive Slave Act of 1850. Under this act, any escaped slaves had to be returned to their owners. Various bounties were awarded to those people who were engaged in returning escaped slaves. Many Northern governments did not fully enforce this law as many, if not all states in the North had abolished slavery. The problem was that it was against the law to not comply. In order to keep the Union whole, President -elect Lincoln agreed to enforced the law, although he personally hated slavery.
