Most nations have governments where power is divided in order to make that particular government viable. In the United States the US Constitution lays out the division of powers in the Federal government. In the USA, the three parts of the Federal government are the legislative branch, commonly referred to a "Congress". The executive branch has the responsibility of enforcing the nation's laws. The third part of the government is the US Supreme Court which is the final determiner of the constitutionality of laws and judicial cases involving constitutional issues.
The constitution strengthened the central government in several ways. For one, the supreme law of the land allocated which powers were specific to the government and the states. This, however, led to an ongoing conflict between the federal government and the states. While the states do have certain powers, they will always be superseded by federal law and interests.
