During the period of the Roman Republic the senate was the most powerful political body in Rome. It was an unelected body which represented the interests of the aristocracy. It was composed of patricians (the aristocrats) and former executive officers of state. It did not formulate bills or vote on laws. It debated matters of policy and issued advice in this regard which the consuls (the two annually elected heads of the Republic) usually followed.

During the subsequent period of absolute rule by emperors the senate was turned into an instrument of the emperors' power. However, at times it was a source of dissent.
