I believe that ancient Rome and its various government forms left an influence on future civilizations. It should be noted that the items mentioned here did not work perfectly, however, they still influenced how future governments might operate. They are (not all inclusive ) 1. Having written laws 2. Defining citizenship 3. Having elections 4. Having different parts of a government have different duties. Deemed liberal or secular by whom? If they are openly liberal or secular in Iran the government would be bothered by it, and you might get arrested for it. However the Iranian PEOPLE do not care if someone is liberal or secular, in fact a lot of Iranians are very liberal and secular especially the ones living in big cities. Iranian society is very progressive and educated, so issues like whether somebody is liberal or secular are not something people are bothered by. I am an Iranian atheist born into a Muslim family but nobody has ever had a problem with this.
