Until about 1793 Germany was a patchwork of about 365 more or less sovereign states. Most were very small indeed, but at the other end of the spectrum there were two European great powers, Austria and Prussia. After the Napoleonic Wars the number of states was reduced to 39, and in 1866 the exclusion of Austria paved the wave for German unification in 1871. (This is a much simplifed account). Germany was not 'owned' in the sense of being a colony.
