The Viet Cong lost the most during Tet and there were two reasons--1. the Americans inflicted heavy casualties on the attacking forces, and 2. the attacking forces were mostly Viet Cong. Although the NVA (north Vietnamese Army) was heavily involved in Tet, it was their plan to place the Viet Cong at the forefront of the attack so that they would receive the most damage to their military force.
