He would send around 32,000 troops to be stationed in the Rhineland, to be ready if France would attack but no such thing happened. France would appease Hitler, allowing him to break the Versailles Treaty.
Hitler took it as a sign of weakness of the Western allies and assumed that they scared to go to war. So he kept pushing back the Versailles Treaty gaining a bigger army, navy and airforce, remilitarising the Rhineland, Anschluss, the Sudetenland and others. At every violation of Versailles France and the UK didn't try and stop him. Even after Munich when Hitler was allowed to recolonise the Sudetenland a treaty was drawn up and signed by France and the UK allowing the return to Germany of this territory. Hitler then went back on that treaty and promise and invaded Czechoslovakia.

There will always be conflict in the mind whether to destroy that which is feared or to live with it. True peace is where there is no fear, but love and respect for ones neighbor. France and Great Britain were counting on negotiations with Germany to prevent a major war. Therefore, if the violation was small. such as the Rhineland, the two allies were not that concerned. They also had the belief that Hitler could be contained by appeasement and took him on his word that he did not want a war.
