The German U-Boats wanted to sink supply ships in order to starve the Britain islands of their goods. The German's naval policy was the major reason why the United States declared war on Germany. The sinking of the Lusitania was the biggest influence of American in WWI. It was so much of an influence that it was said without the sinking of the Lusitania, the United States most likely would not of entered the war. From Germany sinking the Lusitania, American's grew hatred towards Germany, hence giving Wilson the motivation to declare war on Germany.

During WWI, at the onset of the war, it wasn't America's fight; it was strictly between the Europeans. However, with the German U-boat S-20's sinking of the British passenger liner RMS Lusitania, the situation changed. In addition to the new submarine naval tactic of Unrestricted Submarine Warfare, there were also many important American citizens aboard the Lusitania. The resulting backlash of the attack forced the Germans to abandon the tactic for several years, until reinstating it to counter the British blockade. It was that return to URSW that brought the U.S. into WWI. During the outset of WWII, U.S. submarine power and Anti-Submarine (ASW) capability was far behind German technology, and the Nazis knew it. Major American shipping losses while trying to help Britain fueled research and development into new submarine technology and ASW systems, which was coordinated with the British. By the time the Japanese attack on Pearl Harbor formally brought the U.S. into WWII, submarine technology and ASW tactics, as well as the advent of the escorted convoy system and long-range air cover later in the war, the German U-boats were on the defensive.
