No one really "won" and no one really "lost". Both the USSR and the US realized that they needed to improve communications and understanding after the missile crisis. In the Cold War, neither the US nor the USSR wanted to start a nuclear war, start a conventional war, or otherwise harm the other country. Rather, both countries had poor communication with each other and was suspicious of what the other side was doing. The USSR wasn't very happy that despite the fact they won the war in Europe in favour of the allies, they allies didn't trust them with nuclear weapons. Naturally, the USSR developed their own nuclear weapons. When the US heard of this, they began building more nuclear weapons, etc.
