When Augustus (the first emperor) took over, he wanted to move away from a Dictatorship. His goal was to create a republic with a powerful leader. He declined any official titles, although he did have a great deal of powers. Augustus always referred to himself as the First Citizen or "princeps" from which we get the proper name for the government he established principate. (not the "empire").
