William Penn was the son of an English Admiral and wealthy so he attended university and became a Quaker. When his father died the King owed a debt to the elder Penn and to pay the debt he gave William the land grant of what is now Pennsylvania. This worked out well for Penn because he was getting arrested and had problems due to his Quaker beliefs so the land grant gave him a way out.
