As the United States is halfway around the world from Japan, you can really take your pick between whether it is east or west, as long as you specify distance. You can choose based the flight path, but as the direction varies depending on the airline, that won't be a consistent measurement. Typically, though, airplanes will travel over the Pacific Ocean, being the shorter distance in theory. Judging from that, then, the United States would be considered east of Japan. As far as north and south go, the two countries essentially exist on the same latitude line, so there is no change in direction there.
