The Articles of Confederation, the predecessor to the Constitution, formed an extremely weak central government, that lacked many of the essential powers needed for a central government to function effectively. Some of its many flaws included the following:
1.) Lacked the power to enforce its laws
2.) Didn't have the power to tax
3.) Didn't have the power to form a national army or navy
4.) No national court system
5.) Each state issued their own currency
6.) Each state placed tariffs (tax on incoming goods from another state or country) on interstate trade.
