She was born on London (Kensington Palace). She was the daughter of Edward, duke of Kent (fourth son of king George III) and princess Victoria of Saksen-Coburg Saalfeld (a sister of the Belgian king Leopold I).
Victoria was the granddaughter of George III. Upon George III's death, his eldest son George IV became king. George IV died with no surviving children and George III's second son Frederick had also died without issue, so George III's third son William IV became king. William IV died without surviving legitimate children (he did have illegitimate children, but they weren't eligible to inherit the throne), so the throne would have gone to his younger brother Edward (George III's FOURTH son), except that Edward was already dead. It would next have gone to Edward's oldest son if he had any sons (he didn't). He did, however, have one daughter, so she inherited the throne and reigned as Queen Victoria.
