It was basically slave states against free states. But many Southerners disapproved of secession, especially in the Upper South. The four most Northerly slave-states - Missouri, Kentucky, Maryland, Delaware - narrowly voted to stay in the Union. These were known as the Border States, and Lincoln was determined to hold on to them. When he issued his Emancipation Proclamation, he excluded these states from its provisions, so they were allowed to continue practising slavery until the end of the war.
