The US was extremely cautious about using it's military again, after Vietnam. For example, the very first use of US Military forces after Vietnam was "Operation Urgent Fury", the US invasion of Grenada in 1983. The US was so cautious, that President Reagan ordered NO PRESS (and yes the press was angry about it when the op was all over with). When it was successfully concluded, then everyone heard about.
After this success, the US got bolder and commenced Operation Just Cause, the invasion of Panama in 1989. Again success.
The third one was the charm...and the boldest of all, Operation Desert Storm in 1991...the US was back on the band wagon!

Vietnam wasn't fighting anybody in 1964 because there was no country named Vietnam. There were two nations, one called North Vietnam and another called South Vietnam. Just like the states North Carolina and South Carolina or North Dakota and South Dakota in America...FOUR separate states! In 1964 North Vietnam became engaged in war with America; after the Tonkin Gulf naval battle(s) in August 1964.

Before August 1964 there was only guerrilla warfare going on in South Vietnam and no open direct hostilites directed at North Vietnam. After August 1964 the war in South Vietnam remained, but open warfare commenced between the US & North Vietnam.
