Iraq is an insurgency of people attacking the government and most citizens living in that particular region. It is criminal activity (terrorism) against both civilians and military personnel. Unlike most wars, Iraq is NOT a war of conquest...over people or land or government; but rather an un-stabilized region of violence using religion or nationality, etc., as excuses for the violence. Iraq is actually a crime ridden region due to an un-stable government, brought on by the removal of Saddam. Saddam may have been a dictator; but he had control over the (his) government. l. The US Civil War was fought because the southern states wanted to create their own country (leave the union). 2. The Spanish-American War of 1898 was fought because of US expansion and alleged Spanish brutality of Cuba/Phillipines/etc; which was ultimately triggered by the destruction of the US Navy battleship USS Maine in Havanna Harbor. 3. WWI was fought because of Germany's conquests. 4. WWII was fought because of Germany, Japan, and Italy's conquests. 5. Korea was fought because of communist territorial expansion (conquest); they failed. 6. Vietnam was fought because of communist territorial expansion (conquest); they succeeded. 7. Operation Urgent Fury (1983) was conducted to save US students on that island. 8. Operation Just Cause (1989) was conducted to arrest Noriega. 9. Operation Desert Storm (1991) was conducted to eject Iraq from Kuwait. 10. Operation Restore Hope (1992/1993) was conducted to feed the starving people. 11. Operations in Bosnia (1995) were conducted to put an end to the warring factions in that particular region. 12. Operation Enduring Freedom (2001) was conducted to find the people responsible for attacking the US on 9/11. 13. Operation Iraqi Freedom (2003) was conducted to remove Saddam from power.

Bush's request covers military operations for fiscal 2008, which began on Oct. 1, the White House said. If approved it would make 2008 the most expensive year in the Iraq and Afghan wars.
