In Mesopotamia, the priests ruled. then later on, they had to elect military leaders because of battles with other places. Some of the leaders stayed on, and became king. This started the comprised system. The priest would make the gods happy and tell all villagers the king is a good person in the god's view, while the kings ruled and made choices.
