Polity. In Polity (Gr. Πολιτειοκρατεία) the citizens have the power in their hands and use it to fulfill the goals of the state. However in Democracy (which is the "bad" version of Polity), citizens have the power in their hands and use it not to support the goals of the state but in order to support their own interests. The difference is chaotic.
If there was no system of checks and balances, one part of the government would have all of the power. This becomes dangerous for the citizens because they are ruled by a single power.

It is used to force the people/citizens to do something. Although the government might have the power to do it, the government might not have the right to do it(authority) .
