The Italians though not really occupied were productive in the escape of allied pows from Europe as were the French underground, who were also quite resourcefull in many ways but namely in the gathering of intelligence. The Dutch also managed to secure the safe passage of around 1 million Jews from Holland as a condition of there surrender.

There were nothing like 1 million Jews in the the Netherlands and the Dutch weren't able to negotatiate anything much. In fact, during the negotiations the city of Rotterdam was subjected to a devastating air attack by the Nazis.

There is much to be said about how Denmark or Finland were an example of how to behave under occupation, or how indeed the Dutch resistance later in the war became effective in smuggling Jews out. But although Poland may have lost more Jews than any other country, their sucess, though seemingly less by proportion was far greater because of the circumstances. The nations around the North Sea had these coast lines which would help them, they also had far more relaxed laws which meant that they were not risking their lives as often as those in Poland.
