Rome did not have a centralised form of government. It did not have a cabinet or an administration. It had five types of elected officers of state who carried out their duties and pursued their policies within the remit of their offices. Therefore, the two annually elected consuls who were the heads of the city and the army did not reject government policies.
The consuls, like all officers of state, could veto the actions of another officer of state. In the system of veto, officers of state of the same rank could veto each other and officers of state of higher rank could veto officers of state of lower rank. They could not veto policy proposals. They could only veto actions. In other words they vetoed policy implementation.
The officers of state in order of rank were: consuls, praetors, censors, aediles and quaestors.
