The original seceded states, which formed the Confederate States of America, opposed Lincoln's attempt to land US troops at several forts in those states which resulted in war and the secession of four more states.

Under the Articles of Confederation, land not included within the boundaries of the 13 original states would be governed by the federal government. The Articles of Confederation was ratified on March 1, 1781.
