Sad to say, too many presidents gave the issue lip service but did little to change it. There were a few small exceptions, such as President Roosevelt's support for the Tuskegee Fliers during World War II or President Truman's efforts to integrate the military, but it would not be till the civil rights era when presidents began to promote legislation to help African-Americans advance. Among them was Lyndon Johnson, who championed the Voting Rights Act of 1965. And President Bill Clinton was jokingly referred to as America's first black president due to his long time support for civil rights and for reaching out to the black community.
