Though the term "blockade" was never used (a Naval blockade is considered an act of war), then President John F. Kennedy instituted what was termed a "Naval Quarantine" of Cuba, after U-2 spy plane reconnaissance flights in October 1962 found that the Soviets were building intermediate range nuclear weapons launchers, and were very near to completion. Various scenarios were considered, including a full invasion of Cuba. What was not known at the time, and only recently known as a result of the end of the Cold War, is that although the Soviets didn't have their missiles ready, they did have operational battlefield Tactical Nukes on the island, and local commanders had authority to use them in the event of a U.S. invasion.
The U.S. Navy successfully prevented any Soviet ships from entering Cuban waters, and kept the missiles from becoming operational. Over a period of several days, many secret back-door negotiations eventually led to the end of the crisis, which is the closest the world has ever come to nuclear war. It had its repercussions though - the U.S. promised never to invade Cuba again (e.g., the Bay of Pigs fiasco), and would also remove intermediate missiles from Turkey. The Soviets began a renewed effort to ramp up their missile programs, vowing never to be in a position again to have far fewer weapons than their adversaries.
He ordered a naval blockade. When the Russian ships carrying missile arrived near Cuba, they were stopped and turned back.
Kennedyapproved a naval blockade, to stop the flow of supplies toCuba
President Kennedy sent US warships to blockade Cuba and prevent Soviet ships from delivering more nuclear materials to Cuba. This led to the Cuban Missile Crisis.
Times were tense during the Cuban Missile Crisis to say the least; there were already several instances between U.S. and Soviet forces that could've led to a further escalation. A Naval Blockade is considered an act of war. To avoid that, the Kennedy Administration used the term "Naval Quarantine" (semantics), as the crisis played out also on the world stage in the United Nations. Moderates on both sides were doing everything possible to prevent the crisis from escalating into a full blown nuclear war.
They were called Blockade Runners.
Naval blockade
Abraham Lincoln created a naval blockade to prevent the south from being able to take part in trading activities. This was an attempt by the president to bring about a peaceful end to the Civil War. The south challenged the blockade by building torpedo boats to attack the naval ships involved in the blockade.
President Kennedy set up a naval blockade to turn back Soviet ships that were carrying missiles to Cuba. The US promised not to invade Cuba and to remove nuclear missiles from Turkey and Europe in exchange for the dismantling of missile bases in Cuba. The US claimed, that it had already planned the Turkey missile bases.

The naval blockade prevented the Confederacy from receiving supplies from Britain(mostly). It also prevented goods from shipping out so the money which would otherwise be made by this commerce was reduced. In an effort to defeat the blockade "Blockade Runners"were used. These were low-profile,fast ships that could sometimes get past the larger Union Navy ships and make it to port.

Blockade
The South used small, fast ships called blockade runners to outrun the longer Union warships and reach trading ports.
President Kennedy demanded that the Soviet Union remove the missile base from Cuba. He also ordered a US air and naval blockade of Cuba to prevent Soviet arms shipments from reaching Cuba. He prepared to invade Cuba in case Khrushchev did not withdraw his missiles. He made an agreement with Khrushchev at the last minute: Khrushchev agreed to remove the missiles from Cuba, ordered his ships to turn back to Soviet Union; Kennedy promised not to put missiles in Turkey, near the Soviet border. After this agreement Kennedy lifted the blockade and promised not to invade Cuba.

The president of the USA, John F. Kennedy, decided to place a naval blockade on Cuba. The Soviet ships carrying missiles to be placed in the nearly finished Cuban missile silos approached the blockade and failed to stop. Eventually, at the last second, the ships turned around, and a deal had been reached between the two superpowers. The USSR removed the missile bases, and the USA agreed not to invade Cuba and to accept communist control of Cuba. In secret, President Kennedy had agreed to remove the American missiles in Turkey, which were providing the same threat to the USSR as to the USA.
A NAVAL Blockade is to take ships and move them to a harbor, and they let nothing get in or out. Blockade is basically to trap, or close in.
