This is a difficult question to nail down exactly, but a good educated guess can be made. Page 178 of the Warren Commission report states that "At 1:45 p.m., the police radio stated, 'Have information a suspect just went in the Texas Theatre on West Jefferson.'" There is then a detail of the actions of the police officers, and on page 179 the report says "At 1:51 p.m., police car 2 reported by radio that it was on the way to headquarters with the suspect." Assuming that it might take a minute, or at most 2 minutes, to get the subdued suspect in the police car, that would put the actual time of arrest at about 1:49pm on November 22, 1963.

By the way, I acknowledge that many people dispute the findings of the Warren Commission's report. However most people do not object to this part of the findings, so I will assume that this part of the report, at least, is factual.
