Although it was small. The Union already had a navy when the US Civil War began. They quickly used their safe ship yards and substantial material resources to begin a rapid increase in the size of their navy. The South had no navy to speak of at all. They relied heavily on the purchase of warships from Great Britain. Few harbors were safe for Confederate ship building.
If by "Vietnam War" you meant the war in Vietnam that involved direct US combat forces then the year 1964 can be used as the year that war actually began. That was 11 years after the end of the Korean War in 1953.
