Because the Articles were too weak. It did not give Congress the powers to do what it needed to do. Originally, all that was going to be done was a correction to the Articles. But when the Founders realized the Articles sucked and couldn't be fixed, they just wrote the Constitution instead.
Lack of recognition and validation on the world front. At the time of the articles writing the main story was of Revolution in Europe. The America that the world knew was a vast unknown land full of indenturement, danger, and relative unsophistication... virtually a dumping ground for Europe's undesirables and rebels.

It's like going from a chaotic group project where no one knows what's happening to a well-oiled machine that actually gets stuff done. Like, the Articles were the awkward teenage years, and the Constitution is the adulting phase where things start to make sense.

The men that were going against the government were trying to make the Articles of Confederation. the articles of confederation were weak, they consisted of only a legislative branch with no judicial or executive. having shays rebellion made the people know they need to change the articles of confederation. after that we had a stronger and more powerful central government.
