In 1947 Men were being discharged from the military and relocating in LA from their original places of enlistment or draft. LA population was mostly Southern Whites, Blacks and Hispanics in segregates sections. Whites in the West Areas, Blacks and Hispanics in the East and South East areas, and the Japanese population was slowly returning. Central Ave was the principle location for entertainment for Blacks from 12 and Centrral to Slauson, and The Plantation in Watts.
Emploment for Blacks were Auto industry in the Vernon area, Good Year Tire on Central, Some Civil Service, Postal, and City Tash Yards along with menial jobs. The Jpanese were returning to the gardening service. The popular churches the Black community were, Second Baptist, Independent, Mount Mariah, along with many store front churches coming into popularity.
Segregation of the Police and Fire departments mantained their policies of assigning ethnic personnel to certain locations of their group classification, except White personnel that would work in all areas. There were pay-offs to certain officials to conduct gambling and after hour activity in the Central Ave community. The Schools were segregated in areas of ethnic density. Jefferson High was the predominant High School for Blacks and Hispanics, Carver Jr High, Fromally known as Mc Kinnley, was the school for mostly Blacks and Hipanics. The Change in Demographics for Blacks became wides spread during the latter part of 1947 because of the large nujmber of discharged Blacks locating in the South Central Area and changing the econonmic conditions that permitted them to demand housing in the West Side Area near Lemert Park causing White Flight.
