That is correct. Two Congressmen-elect from Louisiana were seated in the 37th Congress in February 1863, just as it was about to pass out of existence. However, no other Congressmen were seated from any rebel states until 1866. This was due to the opposition both of Radical Republicans, who thought Lincoln's reconstruction plan too lenient, and of Democrats who were unwilling to seat Linciln supporters, so that both ends comined against the middle.
