I believe what you are asking about is the third amendment to the US Constitution:
No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.
"Quartered" however, means housing anyone, soldier or not, and it can be either voluntary or involuntary.
