At the Third Session of the Supreme Soviet of the USSR, ion May 31, 1939, minister V. M. Molotov pointed out why that to date, the Anglo-French peace proposals involving a treaty among the three parties was not moving in the correct direction. As was published by the Soviet News Bureau in 1948, Molotov informed the Supreme Soviet, that even when British and French representatives gave verbal consent to the principle of mutual assistance between the Soviet Union, France and Great Britain in the event of a direct attack by an aggressor, this was hedged with so large a number of reservations, it made mutual assistance fictitious. In addition, the Anglo-French proposals said nothing about aiding the Soviets on their northwestern border with the Baltic States.
