He most likely didn't the only ones who know that for a fact are 1.The president 2.The Russian government as of 1945.So in my opinion he did not make it but their are speculations.
On my opinion, I personally believe that without someone to show leadership people's demands won't be attended. People want to have a say, they want to be heard in government. Having a president is what makes a democracy. Also there won't be someone to guide us while there is a crisis going on in the country. Having a President is very important in any type of occasion.
