The population of the country had grown from 2.5 million in 1776 to 20 million in 1845. By 1879 public education was established through out the United States. If you mean the first colonial schools, then just like in Britian, education was strictly for males. Females weren't sent to school until the 1800s, and were in school fewer years than males.
Strip out public education further by adopting a plan like giving people vouchers for education. That way the rich people who were already paying to put their children through private school because they look down on the pubic education system could take money from public education systems to suppliment their kids' private education. The end result would be to futher damage and reduce funding for public education and "strand" less affluent children and their families.
The Wisconsin Idea brought public education to the government level. The state of Wisconsin developed the idea that public education should be funded through public funds, like state taxes. This also gives the government of Wisconsin the right to make laws to govern public education and to decide how the public funds are being spent towards education.
