Athens led the Delian League from it's creation in 478 BCE against the Persian Empire's attempt to maintain rule over the Greek city-states in Asia Minor and the Islands.

Athens collected the annual contributions of the League, by force if necessary, and used them to maintain its fleet which provided protection from Persia. When after 30 years Persia agreed to peace, Athens continued to extort the anti-Persian funds from the cities and turned the League into an empire of it's own.
