The internet was first developed in the late 50s, early 60s as a way of communication, and method of sending data by the US military. It was specifically designed to not have a 'central' location, ie, destroying one building would stop it. It was developed in response to the USSR launching Sputnik into space. It also was used to improve troop morale by way of smut.
The ARPANET (Internet's first "true" form) was created as a means for companies that had offices that were many miles apart to share files with one another.
